Meet the Board of Education


The Mt. Hood Community College District Board of Education consists of seven citizens of the school district, each of whom is elected for a four-year term. Board members serve without pay. Regular business meetings are held on the second Wednesday of each month, in the Mt. Hood Community College Board Room.

RALPH YATES
AT-LARGE, 2007-2011

Board Member Dr. Ralph Yates

Ralph A. Yates, D.O., a family physician in Portland, Oregon, is a founder of Columbia Family Medical Associates, P.C., an independent primary care group, and an Associate Clinical Professor of Family Medicine at OHSU. A graduate of the U.S. Coast Guard Academy and the Kirksville college of Osteopathic Medicine in Kirksville, Missouri, he is double boarded in sports medicine and family practice. Dr. Yates is a team physician for the Portland Winter Hawks of the Canadian Hockey League and the University of Portland athletic teams and has an active sports medicine practice involving the management of competitive and recreational athletes. He is a volunteer and member of the American Diabetes Association and a recipient of its Award for Outstanding Community Service in Raising Funds in 2000 and is also founder and Chairman of Summit to Surf, an ADA cycling event. Dr. Yates is in his second term on the Board.

BEVERLY RUSSELL - Board Chair
AT-LARGE, 2007-2011

Beverly Russel

Beverly Russell was selected for the MHCCD Board in May of 2006 to fill her husbands unexpired term through June 2007. She was elected in 2007 to a four-year term. She was unanimously elected chair of the board for 2009-10. Mrs. Russell holds Bachelors and Masters degree in education from Western Oregon University and taught in the Peace Corps in Malaysia. Beverly has been a substitute teacher in east Portland and a travel agent in Gresham for 16 years.

DAVE SHIELDS
ZONE 1, 2009-2013

Dave Shields

Dave Shields was elected to the MHCCD Board of Education in 2005 to a four-year term and re-elected in 2009. He holds a Bachelor of Science degree from Portland State University and a Masters degree from the University of Portland where he has also completed post-graduate studies. Mr. Shields is a retired MHCC instructor and retired CEO/President of EASTCO Machining. He was a member of the Gresham City Council from 2001 to 2005 and has held volunteer offices with the Gresham Chamber of Commerce, Gresham City Finance Committee, Gresham City Planning Commission, Gresham Police Advisory Committee, Gresham Environmental Committee, East Metro Economic Alliance, City of Gresham Transportation Committee, Metro Policy Advisory Committee and Joint Policy Advisory Committee on Transportation.

BRIAN FREEMAN
ZONE 2, 2009-2013

Board Member Brian Freeman

Brian Freeman, elected to the MHCCD Board in 2001 representing Zone 2, was re-elected to a second four-year term in 2005 and a third term in 2009. He holds a BS degree in mathematics from Oregon State University and a JD from Northwestern School of Law at Lewis & Clark College. Mr. Freeman practiced law for years and served as an officer in the Oregon Air National Guard, retiring in 1993 after 30 years of service. He was a member of the MHCCD Foundation Board for 12 years before being elected to the MHCCD Board of Education. He is an active member of the Gresham Rotary Club.

DUKE SHEPARD
Zone 3, 2007-2011

Board Member Duke Shepard

Duke Shepard was elected to the board in 2003, and re-elected in 2007. He was unanimously chosen as chair of the board for 2007-08 and 2008-09. He is a graduate of the University of Oregon. Professionally, Duke has an extensive background in Oregon politics, government, and economic development. He currently serves as Political Director for the Oregon AFL-CIO, the states largest union federation. In addition to his professional work, Duke has served on the Oregon Commission on Voluntary Action and Service, the Oregon Progress Board, the Opportunity Gateway Urban Renewal Advisory Committee, and the Oregon League of Conservation Voters Multnomah County Steering Committee. In 2004, Willamette Week recognized his community work as a Best of Portland project, and he was recently singled out as an Unsung Hero, by the Associated Student Government at Mt. Hood Community College. Duke lives in east Portland with his wife, Laura, and daughter, Gracie.

ROD MONROE
Zone 4, 2009-2013

Rod Monroe

Rod Monroe was elected to the MHCCD Board in 2005 to a four-year term and was recently re-elected to a second four-year term. He holds Bachelor and Masters degrees from Portland State University and a Masters degree form Warner Pacific College. He was elected State Senator in 2006, is a small business owner, a former David Douglas School Board member and former high school and college teacher. Senator Monroe was elected to the Metro Council in 1982, 1984, 1998 and 2000 and is a member of the FISH Emergency Services Board.

BOB MORRIS - Board Vice Chair
ZONE 5, 2007-2011

Board Member Bob Morris Bob Morris is a 20 year resident of the district. Mr. Morris served on the Centennial School District Board of Education from 1988 1996, was elected to a four-year term on the MHCCD Board in 1999, a second four-year term in 2003 and a third four-term in 2007. Bob holds a Bachelors of Science degree in Economics from Arizona State University, with graduate work at Portland State University. Mr. Morris owns a business which exports food products to Japan.
