Disability Services Policies & Procedures to Determine Eligibility for Services

Individuals who are seeking support services from Mt. Hood Community College Disability Services Office are required to submit documentation to verify eligibility under Sections 504 of the Rehabilitation Act of 1973 and the Americans with Disabilities Act of 1990 (ADA). Under the ADA and Section 504, individuals with disabilities are guaranteed certain protections and rights to equal access to programs and services. Eligibility for accommodations is determined on a case-by-case basis upon receipt of the documentation. An individual must provide recent and appropriate documentation. The documentation should provide an assessment of the current impact of the disability on academic performance.

Students should submit disability documentation to the Disability Services Office for review in order to determine eligibility. Disability documentation must adequately verify the nature and extent of the disability in accordance with current professional standards and techniques, and it must clearly substantiate the need for all of the student’s specific accommodation requests. Students requesting accommodations for more than one disability must provide documentation for each disability that supports their requests for accommodations. “At the time of the student’s request for college disability services, the LD testing assessments should be dated within the past three years; however, if a student has been tested after the age of 18”—or was tested in their senior year of high school—“and the evaluation meets ORAHEAD (Oregon Association of Higher Education and Disability) Guidelines, the documentation will be considered valid. Students should be informed that, if they were tested prior to age 18, their documentation may be considered outdated when they transfer to another educational institution, or request accommodations for advanced studies or licensing tests.” (Taken from ORAHEAD’s Guidelines for Documentation of a Learning Disability in Adolescents and Adults, July 2000.) It is important to note that Mt. Hood Community College does not do any type of testing or assessment of disabilities.

If the original documentation is incomplete or inadequate to determine the extent of the disability or reasonable accommodation, MHCC has the discretion to require additional documentation. Any cost incurred is the responsibility of the student.
