Federal Stimulus Package - February 17, 2009

President Obama has signed into law the $787 billion American Recovery and Reinvestment Act of 2009 (H.R.1). Highlights of the package include: 

  • $53.6 billion in the Stabilization Fund. Oregon is projected to receive $567 million of this money. It is not clear at this time the amount community colleges will receive. However, the money must be used first to bring community colleges, university, and K-12 back to fiscal year 2008 or 2009 levels, whichever is higher. To the extent the funding is inadequate, each sectors share must be proportionate.
  • $15.6 billion to increase the maximum Pell Grant by $500.
  • Creation of the American Opportunity Tax Credit which provides a new $2,500 tax credit for the first four years of post-secondary education covering tuition, fees, and course materials. Forty percent of the credit is refundable.
  • $200 million for the Work-Study Program.
  • $3.95 billion for job training, including state formula grants for adult, dislocated worker and youth programs. Language contained in the act allows local Workforce Investment Boards to contract directly with community colleges.

Congressman Wu Supports Stimulus Dollars for Education

Congressman David Wu sent a letter Friday to Governor Ted Kulongoski urging him to use the discretion the federal stimulus bill gives Governors to support budget of not just K-12 but also colleges and universities. Congressman Wu fought throughout the stimulus bill process to ensure community colleges receive a fair share of dollars for operations and capital projects. The final version of the bill allows latitude to the governors.


Governors 2009-11 Budget

Governor Ted Kulongoski released the 2009-11 Governor's budget on December 1, 2008 with the following recommendations:

  • $485 million for the Community College Support Fund
  • Three capital construction projects at Oregon community colleges
  • $163 million for student financial aid
