    Priorities for the Use of MHCC Facilities
    Administrative Regulation: AR-4010-A
    President’s Cabinet (PC) Approval: Nov. 20, 2012

    These regulations are provided to allow all college users fair and equitable access to the facility while defining specific priorities for use in the resolution of competing requests.

    1. The priorities for use of MHCC facilities and property are:
      1. Direct Instruction, Scholastic Benefit, and Governance.
      2. MHCC and both -profit and non-profit partnerships.
      3. Activity or event that is clearly outside of MHCC programs and instructional partners and /or for profit.

    Priorities shall be implemented in the order listed above.  

    1. If a scheduling conflict or question of partnership status occurs, or if competing events and activities have the same priority, an e-mail discussion and decision will be made by a committee formed of the Facilities Associate Director, Events Coordinator, Risk Management, Auxiliary Services, the Instruction Scheduler, and representatives of the areas directly affected.
      1. In the event of a conflict, if the events in question have a different priority under section 3, the party with the lower ranking priority shall have the burden of proof in advancing their event or activity.  
      2. If unresolved, the question will be referred to the VP of Instruction, the VP of SSEM and the VP of Admin Services (or their designees) to make a decision.
    2. Identification of priorities within: Direct Instruction, Scholastic Benefit, and Governance. Priorities shall be implemented in the following order:
      1. For Credit: Instruction of credit classes including grant programs, cohort-based student support programs and other instructional support: labs, workshops, seminars and business training partnerships that are listed in the schedule of classes and/or governed by a syllabus, or included in contractual agreements with partner 4-year institutions of higher education and local high schools and including MHCC business partners in Instruction.
      2. Non-Credit Free and Requiring Payment: Instruction of non-credit classes: grant programs, cohorts, new student orientation events, graduation, instructional support including Adult Basic Skills; labs, workshops, seminars and business training partnerships that are listed in the community education class schedule, and including MHCC business partners in Instruction.
      3. Activities promoting enrollment and completion directly sponsored by the Office of Instruction or Student Success and Enrollment Management.
      4. MHCCD Board and MHCC Foundation activities.
      5. ASG, clubs, and co-curricular activities. Co-curricular activities are listed in AR-7020-B. Clubs must be included on the ASG website list of active clubs.
      6. Activities directly promoting enrollment and completion not directly sponsored by the Office of Instruction or Student Success and Enrollment Management as determined by the VP of Instruction or the VP of Student Success and Enrollment Management.
      7. External governmental activities, voting precinct activities, elections, board meetings, public health and safety exercises/events.
      8. College welfare activities that directly promote staff morale, provide staff development, and /or improve the physical plant and landscape.
      9. Events sponsored by the collaboration of an approved student Club with an outside group if participation includes students, staff, and members of the public, and if proceeds of the event benefit MHCC directly, and/or benefit a non-MHCC non-profit, and/or benefit individual vendors supporting the event.
      10. National tournaments, meets, regional meets, etc. where fees collected offset the expenses of the event and no profit is made. Such events must have a sponsoring club or curricular connection.
      11. Local high school activities including games, tournaments, orientations, parent nights, concerts, theater activities, etc. Preference will be given to in-district high schools.
    3. Identification of priorities within MHCC and both profit and non-profit partnerships Priorities shall be implemented in the following order:
      1. College business partners in Instruction if admission fees are charged.
      2. Events that improve MHCC’s connection to the community and proceeds (if any) benefit individual craftspeople, artists, etc. Event may or may not be non-profit in intent; Beneficiaries are small business owners and artists, etc.
      3. Student- or alumni-owned for-profit business endeavors.
      4. Community member private events such as weddings, baby showers, retirement parties for individual employees, students or members of the community, not organized by a profit-making organization or company.
    4. Identification of priorities within Activity or event that is clearly outside of MHCC programs and instructional partners, and/or for profit. Priorities shall be implemented in the following order:
      1. Bona-fide non-profit organizations without direct ties to MHCC programs or governance.
      2. Mixed Club/Outside group events that are open to public and proceeds benefit a for-profit business or organization.
      3. Events presented by or benefiting private enterprise businesses or organizations without direct MHCC association, benefit or revenue, approved by the VP of Admin. Services.
