A meeting of the Mt. Hood Community College District Board of Education was held on February 21, 2025 with a Board Retreat at 11:30 a.m., held in the Board Room at Mt. Hood Community College, 26000 SE Stark Street, Gresham, Oregon, and via Zoom.

1.0 Call to Order
- Members Present: Diane McKeel, board chair, Andrew Speer, board vice chair, Annette Mattson, Diane Noriega, Marie Teune, ShaToyia Bentley
- Members Absent: Dana Stroud
- College Representatives: Lisa Skari, president, Roxanne Richardson, board executive assistant, Doctor Abio Ayeliya, director, Student life and Civic Engagement, Jennifer DeMent, vice president, Finance and Administration, Traci Simmons, associate vice president, Diversity, Equity and Inclusion

Chair Diane McKeel called the board retreat to order at 11:39 a.m.
2.0 Business
2.1 Board Student Engagement Event Re-Cap
Doctor Abio Ayeliya and members of the Board discussed student feedback received from a recent Board student engagement event held February 5, 2025.
President Skari went over drafts of the Administrative Regulation (AR) 2411: Authorization for Board Policy and Standard Operating Procedure (SOP) 2340: Policy Adoption Procedure
items and sought feedback from the board.
2.3 Current Federal Climate
President Skari, Traci Simmons, and Jennifer DeMent presented on the state of the current federal climate and impacts of federal funding on the college, including on staff and students. ShaToyia Bentley shared what they have heard through their work on the Association of Community College Trustees (ACCT) Diversity, Equity, and Inclusion (DEI) committee.
2.4 President Skari Goals Update
President Skari went over their draft goals for 2025-2026 with the Board to include, Building a Comprehensive Funding Plan, Building Relationships Beyond the Bond, and Supporting Regional Economic Development. President Skari will build out these goals and share a draft with the Board in a future work session meeting.
2.5 IPEDS Report
President Skari shared the Integrated Postsecondary Education Data System (IPEDS) federal report and provided context about what it includes, what it does not include, and how data is reported for the college federally, and answered questions from the Board.
2.6 Bond / PAC Discussion
Vice Chair Andrew Speer provided an update on where things are at with the bond/ Political Action Committee (PAC) and shared coming activities with fellow board members.
2.7 Candidate Update
Board members discussed possible candidates to replace outgoing board members who have terms ending June 30, 2025.
President Skari discussed that MHCC is one of three finalists for the Exemplary Award for Board/ CEO Relationship, through the American Association of Community College (AACC), and discussed board member travel to the event and the possibility of moving of the April 16, 2025 board meeting to the following week on April 23, 2025 to accommodate for this. The board also discussed coming bond presentations to city councils and school districts and the Oregon Community College Association (OCCA) Legislative Summit March 5-6, 2025 and board members that would be in attendance.
3.0 Adjournment
There being no further business, Chair Diane McKeel motioned to adjourn the meeting at 3:11 p.m.
