How CPELL is Helping Community Members Get Jobs
August 22, 2024Mt. Hood Community College’s (MHCC) Career Pathways for English Language Learners (CPELL) program is the first of its kind in Oregon, offering a unique blend of language instruction, hands-on training, and essential support services to students from diverse backgrounds.
Funded by a U.S. Department of Labor grant as part of the Apprenticeship Building America initiative, the CPELL program is a 10-week, full-time course that immerses students in both contextualized English and construction skills. "It's a really intensive program," Nikki Gillis, a key leader of the initiative at MHCC, said. "Students learn English specific to construction and safety while gaining practical experience in construction theory and hands-on projects at our Gresham campus."
Students participate in real-world construction exercises, such as layout, framing, and sheetrock installation, alongside critical employment preparation. The program partners with local unions and apprenticeship programs to provide field trips and interactive learning opportunities, ensuring that graduates are ready to step directly into the workforce or continue their education in an apprenticeship program.
One of the unique aspects of the CPELL program is its comprehensive support system. Thanks to the grant and MHCC's commitment, the program is offered at no cost to students. Additionally, the program provides financial assistance for transportation, food, and essential equipment like work boots. "We believe that by supporting students holistically—through language training, hands-on skills, and critical support services—we can set them up for long-term success," Gillis explains.
The program's success is already evident. Javier Melendez, a recent graduate, transitioned from over 20 years in the service industry to a career in construction through CPELL. "It's totally changed my life," he shares. Javier is currently working with a local plumber while waiting for his application to be processed at the Plumbers Training Center, demonstrating the program's impact on his professional journey.
The construction sector in Oregon is poised for significant growth, with an estimated 14,000 new jobs expected over the next three to five years due to upcoming public building projects. The CPELL program is designed to help meet this demand by diversifying the workforce and providing skilled workers ready to contribute to these critical projects.
"We're really helping to meet that workforce demand by preparing a new generation of workers who are eager to learn, advance, and contribute to the industry," Gillis said.
The CPELL program is open to intermediate English speakers in the community who are ready to embark on a new career in construction. With students hailing from diverse linguistic and cultural backgrounds, MHCC is proud to offer a program that not only equips students with essential skills but also strengthens the community by providing stable, high-paying jobs with opportunities for advancement.
