AR 6530: College Vehicles

All Mt. Hood Community College vehicles and drivers must comply with state law governing the operation of motor vehicles. All drivers of college-owned or leased vehicles, both on and off campus, must have a current license appropriate for the vehicle to be driven.

A vehicle fleet is maintained by the college as primary transportation for daily activities within the facilities management, applied technology, and the Head Start programs. The titles for all vehicles will be held and maintained within the risk management department to promote continuity of operations, vehicle compliance, and adequate insurance coverage maintained and evaluated annually.

Driver Eligibility and Certification

  • Drivers of personal vehicles for college business, and college or rental vehicles must be approved and certified by the college’s environmental health and safety department.
  • To obtain certification, a driver applicant must present a valid driver’s license, an application to drive college vehicles, and complete vehicle safety training. No college vehicle or rental may be driven by a driver who has not been certified and approved.
  • An abstract of a driver’s record will be obtained from the Department of Motor Vehicles. A driver’s acceptability will be determined by the college’s environmental health and safety department based on the driver’s record. All drivers will be enrolled in the OR- DMV ARS system, which will alert the college to changes in individuals’ driving records.
  • The college and/or the college’s insurance company may require specific information regarding an individual’s health to determine if a condition exists which could limit the ability to operate a vehicle in a safe manner.
  • Permission to operate college vehicles may be suspended or revoked by the college and/or the college’s insurance company at any time from persons:
    • With unacceptable driving histories
    • Who are physically incapable of driving
    • Using college vehicles for purposes other than official business
    • Whose conduct in connection with the use of college vehicles is not in the best interest of the college
    • Who do not observe the board policy and administrative regulation regarding no tobacco use of any kind in the vehicle
    • Who do not observe the driving laws: seat belts; cell phone usage; speed limits; reckless driving; etc.
  • The use of college vehicles for regular home-to-office travel is not authorized. Vehicles will not be used for personal reasons under any circumstances and will be limited to official use only. This regulation will apply to all vehicles owned, leased, or controlled by the college.
  • Seat belt systems and all other integrated safety components (headlights, brake lights, wipers, etc.) will be operational at all times and will be used by the driver and passengers. Deficiencies will be reported to area management immediately, and the vehicle will be tagged as unusable until remedied.

The facilities department will ensure compliance with all related regulations and maintain required records for all vehicles or mobile equipment that requires any additional certification or license to operate (i.e., buses, sweepers, tractor trailers, lifts, drones, etc.). This includes, but is not limited to: records of driver’s hours, vehicle maintenance, and vehicle inspections. College employees are responsible for verifying with the Facilities department that all required training is complete.

All college vehicles with equipment for transporting people with disabilities must comply with all applicable laws and regulations regarding such vehicles.

The college shall not operate or lease a 15-passenger van unless the driver holds the required driver’s license and endorsements issued by the state agency responsible for issuing driver licenses.

Vehicles made available to college personnel are solely for use in the conduct and operation of college business.
